Looks like these rankings began in January 2023, when Chelsea were 8th-10th while we were 16th-18th.

They make weekly updates depending on match results, based on their own points system. The example they use is that if a higher rated team (Arsenal) beat a lower rated team (Everton) by 2 goals then Arsenal would gain 3 points, while Everton would lose 3. However, if Everton beat Arsenal by 2 goals then Everton would gain 27 points, while Arsenal would lose 27. If Arsenal won by 5 goals then they would get 4 points, while if Everton won by 5 then they'd get 37.

So basically it rewards pulling off fluke results over consistency. Our 2-0 win at Arsenal would have netted us a lot more points than their 6-0 win at our place.
